Australian Public Library Guidelines, Standards and Outcomes Project
Australian Library and Information Association
2016

I & J Management Services has been engaged by the Australian Library and Information Association to review the Australian Public Library Standards and Guidelines. The project will update and establish new national standards and guidelines for public libraries across the scope of public library operations – management, collections, programs, ICT access and community engagement. Basic and enhanced standards will recognise the different circumstances in the eight states and territories, and also allow for interpretation of the standards within a local context. The project will also, for the first time, provide guidance on the national identification and measurement of the impact of public libraries on individual and community capacity – feeding into the overall measures for local, state and territory government.
  

Strategic Plans for Public Library Services
Various Victorian Library Services and Corporations

I & J Management Services has worked with a numerous Victorian public library services and regional library corporations to produce multi-year strategic and business plans to guide the direction and delivery of library services to local communities. Drawing on community consultation, user and non-user surveys, integration with Council planning approaches, and monitoring of national and international trends in library service provision, the plans articulate a vision for each library service consistent with their experience and community needs. The plans also document strategies and a timetable of actions to increase community engagement and outreach, expand library usage, strengthen partnerships with community agencies, build workforce capability and strengthen accountability and sustainability. I & J Management Services has also undertaken strategic reviews related to library funding, management structures, staffing formulae and community needs analysis for:

  • Yarra Plenty Regional Libraries
  • West Gippsland Regional Library Corporation
  • Moonee Valley Libararies.


Specialist Mathematics and Science Centres Governance

In 2014 I & J Management Services worked with Victoria’s network of six Specialist Mathematics and Science Centres hosted by government secondary schools to produce a set of governance guidelines. The guidelines addressed issues related to strategic management operations, planning and review, financial and resource management, staff development, Board composition and community partnerships, and accountability.

In 2016 Ian Phillips worked with the Centre Directors and school principals to update and develop business plans for each of the Centres, and produce planning templates and tools to enhance consistency in approach across the network.

Northern Territory Library Strategic Plan 2015-18
Northern Territory Government
2014

I & J Management Services was engaged by the Northern Territory Government on behalf of the Northern Territory Library to facilitate the development of a new four year strategic plan. I & J Management Services consulted and worked with key stakeholders such as government organisations, staff and community groups to assist in the development of an audience-focused vision for the future.

Ian Phillips, Director I & J Management Services is an experienced facilitator who has worked with a range of organisations to assist them to achieve shared objectives or gather information from stakeholders. This work ranges from facilitation of multi-day offsite retreats, to full-day business planning sessions with executive staff or workgroups, and facilitation of industry or stakeholder discussion groups.
